Top Switch's Soft-start - Top Switch has a fully integrated 17 ms soft-start significantly reduces or eliminates output overshoot in most applications by sweeping both current limit and frequency from low to high to limit the peak currents and voltages during start-up. - Starting condition is set between multi-cycle-modulation and low frequency mode 
Limit Output power - The deliver is “ Po ~ 0.5 * L * I2 * f ”. - If you set E-Load at CC mode, output demand is full load at start up but the device current limit is set at 25% current limit at this time. It means the Current is constant(0.25* Ilimit), frequency is constant(30KHz), and inductance is constant(User Define) in region 1. - So the output power(energy) is constant ,you can see the startup will be limited at a DC level. - If you can't see a DC level ,you need to reconfirm the initial current for your E-Load.
